Gamos East Africa is an organisation focused on strategic research and stakeholder mobilisation to address issues related to energy access, gender equality, and social inclusion.
Gamos East Africa brings together professionals from diverse backgrounds to collaborate on innovative solutions to address the root causes of poverty. The organization specializes in developing and implementing transformative ideas through evidence-based decision-making. They work with various stakeholders, including government bodies, private sector entities, and end users.
Gamos East Africa is based in Kenya and works closely with local institutions, including the Ministry of Energy and Kenya Power. Gamos East Africa aims to create a more equal society by identifying opportunities for transformative change, conducting strategic research, and mobilizing key stakeholders to turn ideas into impactful actions.
ABOUT CLEAN COOKING ASSOCIATION OF KENYA
Clean Cooking Association of Kenya (CCAK) is a membership association with members from both the private and public sectors, representing the interests of its members and stakeholders engaged in providing clean and efficient cooking solutions in Kenya. CCAK plays the role of sector champion, influencing the development of a suitable market environment and capacity development of its members and other stakeholders, enabling them to contribute to the national goal of universal adoption of clean and efficient cooking solutions in Kenya. The Association has worked with other agencies to strengthen sector collaboration and coordination, improve policies, regulations and standards, and enhance awareness. CCAK has been instrumental in building solidarity amongst relevant stakeholders and created effective partnerships to ensure that the use of clean cookstoves and fuels is the norm in the Kenyan households and institutions. CCAK adopts five pillar to engage with the private sector, government, partners and donors namely:

IML Digital and Green Drive Ltd
ABOUT INTEGRAL MEDIA LIMITED DIGITAL
IML Digital provides digitisation services in corporate communication. Its services include custom-made SaaS platforms and mobile applications. IML walks the journey with organisations, with digitisation specialists comprising experienced multimedia professionals in digital craft and content building.
IML is contracted by Practical Action to digitize ELMECC content via the Ninilini Multimedia Multichannel Communications SAAS System, which is hosting this ELMECC Platform. Responsibilities include communications, digital training, awareness creation, consumer education and digitised product guides and sector documents such as policies.
IML Digital plays the role of the lead technical implementation and digital delivery partner for the consultancy supporting energy crop cultivation, capacity strengthening, and digital training in Kenya under the Practical Action program.
IML’s role is structured around four integrated workstreams designed to strengthen Kenya’s bioenergy and clean cooking ecosystem across policy, training, digital learning, and farmer engagement.
1. Policy and Regulatory Strengthening
IML is responsible for conducting a comprehensive review of national and county policies related to energy crops, bioethanol, and clean cooking. This includes:
- Reviewing policy frameworks, regulations, and standards affecting sugarcane, cassava, and sorghum value chains.
- Identifying policy gaps, regulatory bottlenecks, and investment barriers.
- Developing actionable recommendations to improve sector coordination and private-sector participation.
- Supporting integration of bioethanol cropping into County Energy Plans (CEPs) in Kilifi, Kajiado, Nakuru, Kisumu, and Nairobi counties.
- Coordinating stakeholder consultations with ministries, county governments, industry associations, and private-sector actors.
Through this role, IML acts as the project’s policy advisory and coordination partner.
2. Development of Training and Capacity Building Systems
IML leads the design and delivery of localized training programs for farmers, processors, enterprises, and value-chain actors. This includes:
- Developing practical curricula on energy crop cultivation and management.
- Creating Business Development Services (BDS) modules covering financial literacy, marketing, compliance, record keeping, and enterprise sustainability.
- Designing certification tools and assessment frameworks for trainees.
- Delivering blended physical and digital trainings across five counties.
- Training and coordinating 50 county-based mentors to support adoption and follow-up engagement.
In this role, IML functions as the project’s technical training and enterprise development lead.
3. Digital Learning and Technology Deployment
A central role of IML is digitizing and scaling training delivery using its proprietary platforms:
IML is responsible for:
- Converting training materials into multimedia formats including videos, podcasts, SMS, USSD content, audio guides, dashboards, and infographics.
- Deploying low-bandwidth and low-literacy-friendly digital learning systems.
- Hosting and managing digital content libraries accessible beyond the project period.
- Tracking analytics, learner engagement, adoption rates, and training completion.
- Integrating content with government and sector knowledge platforms.
This positions IML as the project’s digital transformation and knowledge management partner.
4. Farmer Mobilization and Market Engagement
IML also leads awareness creation, farmer mobilization, and ecosystem engagement activities by:
- Deploying county-based mentors for field outreach and technical support.
- Running awareness campaigns using SMS, podcasts, social media, audio messaging, and community engagement tools.
- Facilitating market linkages between farmers, enterprises, manufacturers, and service providers.
- Supporting adoption of climate-smart and bioenergy crop practices.
- Building long-term mentorship and enterprise support systems through geo-located mentor networks.
Here, IML serves as the project’s community engagement and market linkage facilitator.
5. Monitoring, Sustainability, and Long-Term Ecosystem Development
Beyond implementation, IML is responsible for ensuring sustainability and scalability of the intervention through:
- Continuous monitoring, evaluation, and learning (MEL).
- Digital tracking of participation, engagement, and adoption.
- Maintaining post-project digital learning access via Ninilini.
- Establishing a sustainable mentor marketplace through Yakazi.
- Supporting long-term policy adoption and institutional knowledge retention.

Green Drive EA Limited plays a technical implementation and market systems facilitation role within the ELMECC. Its role is centered on strengthening the energy crop value chain to support clean energy production, climate-smart livelihoods, and sustainable bioethanol supply systems in Kenya. Key aspects of Green Drive’s role in the project include:
- Conducting market mapping and stakeholder analysis
- Identifying farmers, processors, manufacturers, and buyers
- Facilitating trade linkages and partnerships
- Creating supply-demand matching systems using digital tools
- Driving awareness campaigns to increase adoption of energy crops
2. Pilot Site Establishment and Technical Demonstration
Green Drive is tasked with establishing and supporting pilot demonstration sites for energy crop cultivation. These sites function as:- Learning hubs for farmers and enterprises
- Demonstration centers for Good Agricultural Practices (GAPs)
- Training grounds for post-harvest handling and crop management
- Crop selection
- Land preparation
- Pest and disease management
- Yield optimization
- Climate-smart agriculture practices
3. Capacity Building and Business Development
- Training 5 energy crop producer enterprises
- Supporting outreach to 500 farmers
- Providing mentorship on business strategy, record-keeping, and market readiness
- Facilitating financing and investor linkages
- Supporting enterprise growth and operational systems
4. Coordination, Monitoring, and Reporting Green Drive also serves as a project coordination and implementation partner by:
- Managing field operations across counties
- Coordinating with Practical Action and stakeholders
- Collecting and consolidating project data
- Preparing monthly, quarterly, and final reports
- Capturing lessons learned and policy recommendations
5. Sustainability and Ecosystem Building
Beyond implementation, Green Drive’s role includes creating long-term sustainability mechanisms through:- Partnerships with county governments, TVETs, and agribusiness hubs
- Formalized trade agreements and MoUs
- Institutional handover of pilot sites
- Knowledge transfer and replication models
- Embedding energy crop systems into local economic structures

UK Partnering for Accelerated Climate Transitions (UK PACT) is a programme funded by the UK Government, International Climate Finance. UK PACT supports countries that strive to overcome barriers to clean growth and increase their emission reduction to accelerate their climate change mitigation efforts. To date, the programme has provided funding for projects and skill-shares across three continents since 2018.
Overview of ELMECC
The Enhancement of Local Manufacturing and Energy Crop Cultivation for Clean Cooking Supply Chains (ELMECC) Project in Kenya is part of UK PACT partnership with the Kenyan Government through the State Department for Energy to contribute to the Nationally Determined Contribution (NDC) through the promotion of clean cooking solutions, Integrated National Energy Planning and off-grid solutions.
