INTRODUCTION
Kenya's Energy Act 2019 and the Energy (Integrated
National Energy Plan) Regulations 2025 require all 47 counties to develop County Energy Plans (CEPs) as part of the country's energy planning framework. With the September 2026 deadline fast approaching, counties are at varying stages of progress, with some having completed or advanced their plans while others are yet to align with the new requirements.
The Race to INEP is the first webinar of three under the Partnership for Advanced County Energy Planning (PACE) project webinar series. The series aims to showcase lessons from over a decade of county energy planning, elevate county voices, and foster dialogue on implementation beyond plan development.
This webinar will bring together county and national government representatives, regulators, development partners, practitioners, private sector actors, and researchers to assess progress, share lessons learnt, and discuss the actions needed to support counties in delivering credible and actionable CEPs.
OBJECTIVES
Participants will:
- Gain insights into the status of County Energy Plan development across Kenya.
- Explore key lessons and challenges from county energy planning processes.
- Learn about support mechanisms available to counties from national and county institutions.
- Discuss priorities for translating CEPs into investments, budgets, and implementation actions.
